You know what? I think it's the opposite. Over my long-ass time writing quests and CYOA-fics and such on THP and anon-kun, I found that a lot of the time the usual format of '2-3 choices, vote on one' could backfire on writers and anons alike. You'd have writers be bitter that their stories had run away from them (due to tertiary choices or write-ins winning), and anons pissed at being railroaded when they hit bad ends, or when the writer clearly didn't feel like honoring a choice. A TTRPG engine can sort of help arbitrate these concerns from a neutral standpoint, and the character and scenario generation tools a lot of them have can help keep creativity flowing when the writer inevitably (because you can't have an outline for these stories) runs out of a ideas during the midgame.

As far as a chuuba quest would go, I honestly don't think it's that hard to settle on an engine if you don't have the energy to go homebrew. If you do a wacky, Holofantasy style quest I can think of a bunch of systems that would work. If you try to be more realistic, i.e. 'you're a normal human entertainer', the selection does narrow down some, but even in the worst case you can just run a generic rules engine like OVA, BESM, or even Genesys.

I mean I have been thinking about how you'd run a chuuba quest with a system in theory.
So far my idea is pretty much pseudo-persona style time based system with each action being represented by days of the week (with voting being week by in game week). Each action has a chance to succeed based on rolls and the stat and skill modifier (themed to being a chuuba obviously).
Character creation is pick a template from 5 choices (rest go on to be your genmates), then pick perks and maluses. With the 5 template ideas I've had ideas for being; Indie Chuuba who's been making content since 2018 but never really took off, Literal hag who has no clue how she got accepted, Singer that did covers of vocaloid songs but in english, Washed up former kids content creator, and a Mystery Box that was just ???s.
Main issue coming from these ideas is how the turn by turn gameplay of the quest would go.

I think something unstated in your point is also the fact that the japanese highschool as a setting also has a lot of events that can just be used straight up or be played around a bit with such as school trips, school festivals, etc. Serialized works can get a lot of mileage with it since they can use the familiar settings that they can have their characters be in.

Funny, I have meet other people from third world countries and apparently middle-school is idealized more around their regions, I guess that's because a lot of people don't make it to high-school/don't finish high-school for reasons that go all the way to poverty up to having to attend family business or taking stupid decisions that fuck up their life (like killing someone or getting some girl pregnant) so middle school (or secondary school would be the translation, ages 12-15) is some of the last free time they have to go and fuck around with friends doing crazy stuff before having to face adult life problems around age 15, after that there's just parties and drinking and other BS that you are going to keep doing through college and while being an adult so monotony sets in and thus depression and whatnot.

In my opinion middle/high/secondary school becomes a focal point for almost all people in modern society, especially those cultures/countries with highly homogenized education systems. It's a mandatory life phase all children go through, and the school environment becomes a microcosm of society, with the system purposely trying to "prepare" you for adult life. Things like high school bullies, cliques, social standing and above all, academic achievement become centralizing towards the growth of children as this is basically all they know and experience in their daily routine for the next 5 years or so, and it is especially impactful on their psyche considering it happens in their formative years. Why do you think the best bands you've heard, or the best games you've played were the ones you experienced in your teenage lives? Perhaps in the realm of anime and manga, creators fall back onto these settings because it, ironically, seems to be a simpler story to tell, especially when it feels like those bygone years in highschool seems to be where they could've done something in their lives, instead the cold, dreary and oftentimes cruel experience known as adult life.

Perhaps then it becomes even more ironic that a lot of the things you've learnt and experienced in high school would become redundant as you grow up. Bullied/beaten up for liking anime? You're protected by laws from any sort of physical coercion. The things you've learnt in class? Most of them not even used in your work field. The so called friends you made back then? How many of them are still in contact with you? I'm not trying to say that everything you've gained from those years are bad, it is just sad that such a homogenized system that feeds the monotonous adult society genuinely rids a child of the opportunity to be their true selves. Sure, there are some kids that have the foresight to see beyond and the will to persevere, but at the end of the day, they are kids, still trying to figure out what they want to do in their lives.

I'm sorry this has become a sort of rant on the education system in general, but it's one of the reasons why I like stories of adults going back to their alma maters and see how the kids of the next generation really aren't that different than how we were, like GTO.
