It takes really effort to sound child/young-like in a fun way. If you are ever close to a teenager you will see that most of them are just annoying without limit. So when you see someone playing a younger character really well you will know that they probably put a lot of thought on how to say things and how would they sound.

Go for young streamers and feel like killing yourself or just bite on the hags and be happy.

I'm 24 (not sure if hag, sorry if I am) and I try to sound younger. Even though I'm not self-conscious about my age, I don't like to give out personal details (e.g. where I'm from, how I look like) and that includes age. Just assume that every vtuber is in their mid-20s or 30s and stop having unrealistic expectations.
