Who the fuck says that? Networking is a huge deal when it comes to vtubing and more often than not the difference between eternal 2view and next big indie is just one opportunity to reach a bigger audience (which relies pretty much on clippers giving two shits about you or someone with a shitton of views raiding you).
I do believe that after that it's up to you to keep that audience and that the ones who do deserve some recognition. Just as you have people like shylily who blew up after getting some attention, you also have people who got raided by bigger vtubers and then one stream later they were back to being 2views, either because they didn't fit that new audience or because they failed to keep them entertained.
