Assuming no other controversy befell them or they didn't run into any pressures from the Chinese fandom, Artia and Civia would be about as popular as the IDs, if they streamed semi-regularly on non-bugtube platforms. These rest would be getting the same social points on bilibili or whatever as before, since they never did EN streams anyway.

Artia and Civia would be Moona tier, Civia would be shitting money if she did youtube GFE, plus she was an actually good singer with a good song selection(God please let other EN chuubas pick some old western music god I implore you).
A lot of anons here were also willing to forgive her even if she was the most unapologetical one of the bunch, so she'd have some good presence here and in reddit too if I had to guess.

holoCN was a failed branch. people here like to say that council is a failure but it is not even remotely close to the level of failure of CN only Spade Echo reached 200k sub in bilibili being the most popular of them, artia hopefully had 180k sub.
all of them were quickly surpassed by holojp even if they had a year head start.
besides if they had stayed we would have had to endure the drama they had:
-spade echo wanting to go live in the USA with her boyfriend, information leaked by her own "friend" Artia that screwed up her chances of moving on.
-Doris prostituting herself with fans for IPhones (with screenshots and all).

Absolutely - look at how ID2 benefited (and continues to benefit) from their English-language collabs with HoloMyth and now HoloCouncil. CN's growth would have likely been limited by the fact that Youtube would still remain a sideline, but a Civia or Artia collab with any of the Myth talents would have boosted their profile immensely, given how fluent their English was.

Echo has always been popular. Had she gotten a youtube channel as part of hololive, she would've exploded in popularity even more. Taffy passed Echo's original sub count in like 2 months that's how much people liked her.

Echo has like 240k subs, Civia had about 200k, Doris had around 150k so did Artia, Rosalyn had like 140k and Yogiri had 110k. Civia's youtube had around like 80k or something.

One question that'd have to be asked is would some of them still do the same things they did under their new personas had they never been pushed out of hololive to begin with. Would Echo have eventually made content like she does now like doing a joke stream where she pretends to be tied up and gagged or make dumb shorts of her singing random 20 second songs or pay a fan to dress up in kig cosplay of her and do joke videos where she is doing a face reveal where the big punchline is her voice changer turns off and her(his) roommate catches them pretending to be a girl and gets rape correction. Would Yogiri release the covers she had released as Kuri at some point or would she have chosen different, more trendy songs to keep up with hololive trends. Would the fact that Yogiri, Civia, and Echo would've all had 3D models changed how they behaved due to the fact that they'd probably have to collab more since they'd only be allowed to do 3D collabs with each other? Would the way they act on stream have to change due to the fact that they'd be slowly pushed closer to the foreign branches and certain things they do would've been seen are taboo/not allowed(whether it be the types of content they make being a little too sexual in nature with darker jokes or just the fact that they use tons of copyrighted material for karaoke streams or just straight up pirate anime for watchalongs)? The timeline where nothing bad had happened would've been wildly different from what we have now. This isn't even going into the other implications like would Council even be the same people if the talent pool was changed ever so slightly be people who weren't turned off by hololive over all this shit? How would Haato or Coco's content have changed assuming September of 2020 never happened?
