Putting aside the rrat that she's playing it up for her character, the schooling reason is that the Australian education market is geared more towards selling degrees to foreign students than actually educating anyone. Foreign students coming to Australian schools and keeping entirely to themselves and not being made to speak English at all let alone competently is a common occurrence, because they're just getting a degree they paid for anyway. Though this is more a problem in universities, whereas in high schools it's more a matter of the teachers not giving a fuck.

Basically schools internationally would work together to send kids as pseudo ambassadors for their country.

Not only loaded but very well connected. Not that you really need to be wealthy to study abroad my sister and I both studied in europe for a semester and I could have stayed longer if I'd chose. I mean if you think about it a lot of people that go to college in the us at least live in a dorm or apartment anyways so if anything going to school in another country might actually be cheaper due to lower cost of living and tuition.
