To start off, Pan means bread in Japanese, not the frying pan type.
And when she says "Ear of Pizza" she means the crust of the pizza. In Japan, people call the bread crust of baked goods as "ears". Haachama just mixed up her translations in that regard.

Now that we have that cleared up, this is my understanding of her pizza order:

She orders a pepperoni pizza with a cheesy bread crust from Domino's. However, when she gets the pizza, the pepperoni always gets put on the crust, which she doesn't like to eat, so she takes it off the crust.
She likes the pepperoni on her pizza, just not on the crust - she likes to eat the cheesy crust without any pepperoni on it because it ruins the flavor.
After she takes the pepperoni off of the cheesy crust, she eats the "Cheese Pan Pizza", AKA a pepperoni pizza with a cheesy bread crust.

The only thing I can think of is that sometimes with the pepeloni pizza the pepeloni overlaps with the crust and becomes a very calcinated pepeloni on top of the crust or ear if you will, and she doesn't want that so she peels them off as best she can. But this is a rare occurence and still doesnt explain why she only orders only half of the pizza to have pepeloni
