I don't think that it's rigger's fault in this case, really. The art style of her model is quite unusual, more like classical painting than your typical anime girl. It's quite hard to make it look well. Probably this is also why she will get her new outfit much later than other girls - it's just pain in ass to make it not look like actual shit.
Tbh instead of trying to retain this painting-like quality Cover should just give her redesign to use much simpler art style. Sure it works with her entire theme but if it makes entire process of getting her new outfit so complicated and effects are always underwhelming then what's the point?

Her model was never like 1/10 aka western cartoon tier but it's more like a 6 or 7 out of 10 when the Holo standard is everyone is 8-10/10 so it is a cut below most of them.
