The cost might be exaggerated, but its not far from being actually really expensive. Original songs costs a ton. Composers, Equipment, Writing, Instrument, Visual effects, and all the Artwork being used. not to mention how all the work are spread out in weeks or even months. Hololive talents are independent contractors. All Cover asks them to do is stream, collab, and honor cover events if they are asked to participate. There are probably other underlying things but fir the most part that is it. Covers, events held by talents, 3D lives done by talents and all of the promotional material and merch is covered by the talents. Cover takes a cut of the Superchats as a fee for using Covers characters, models, and name.

This is all agreed upon before hand when contracts are signed. Although this model is working right now It sets up for a dangerous situation for Cover where they are forced to keep bringing in new talents who are willing to sign less then favorable deals with Cover vs the veteran talents who have far more power in negotiations and as Delutaya and Kson have proved just being a former Holo is enough to make you money now say a Rushia or Lamy walked two chuubas who I could see easily carrying their successes to the indies (this is hypothetical I am not saying they are going anywhere they love Hololive).
