Exactly. They got lucky...and then squandered the presumption of brilliance by investing in a variety of indie game projects and animation teasers to nowhere.

With that said, why fund your own anime when you can whore characters out for cameos and let someone else sacrifice their left nut to pay for it. Personally, I wonder if Hololive even has a plan or is just coasting by on their current market dominance.

I can't even shitpost about this, because it's such an intrinsically Japanese problem that only a nip would ever truly know why this continues being a thing.

With that said, technically you'd think they'd be pursuing actual licensing agreements rather than begging for permission. Otherwise, what are the bureaucrats even doing outside of collecting rent.
