what appears to be a "shadow ban" like flag for bot/spammy behaviour might not actually be a simple flag. it's kind of strange how it's getting progressively worse each day and start to effect other yt features. earlier i was contemplating if it was some update that hit their mq for view counts and somehow bottleneck the queue and starts to slow down other processes like the VOD tally and like tally (on VOD and comments). now i'm thinking that as you do more bot-like behaviour, it sets something on your account that make the verification process take longer each time but presumably it does correctly identify the real bots because in the end most of (you) will count toward the VOD view & creator's live view chart. it might not be intentionally designed that way but that is the effect of the update. that's why the initial ramp from waiting room drop gets flatter and flatter each day. and would also explain why the VOD view tally becomes slower each day.

About the "unstucking" thing I have a theory: youtube keeps the number below a certain threshold of certainty (let's say, 12k) and a count of the number in the queue (let's say, 1300).

If the number in the queue plus the current number surpasses the next threshold it let it rise and then keeps it below that. That's why you see a stall below a full thousand, then it rises and gets stuck either slightly above the next thousand (or two), or gets stuck below the thousand after that
