The simple is that they have nothing to offer good talents and it doesn't seem like they're trying to get good talents.
And its natural because why would a talent of worth go to Tsunderia? PRISM is bigger, PC lets you be a bigger schizo, CyberLive has the best contracts.
Tsunderia has some music connections, but even being so heavily music focused over half their covers are TV sized and they put out next to no official covers, especially compared to groups like PRISM where even Aoi with her minimal followers is still putting them out regularly.

I think this is part of the branding issue that Urara is bringing up.
Right now they have:

Yuuna, medeival-ish bread god
Kallin, bat demon queen who should really live in her own little castle
Meru, pulled straight from an old german fairy tale
Orla, dullahan from scottish myth
Amiya, gothic lolita-wearing princess type
Nen, a mythic dream eater
Purin, whose new outfit is a military general

Tomoya, a rabbit boy who could fit into alice in wonderland

These are all characters who could easily fit all together in a medieval/fantasy setting. The current branding lacking direction is what's not taking advantage of it.

Basically all of the other agencies have their own big issues. Stuff like PRISM's pants on head management and having to wrangle with permissions are big enough cons to completely outweigh any benefits they would provide for a lot of people.

"talents of worth" are everywhere, why people decide to latch on one and not another is mostly random depending on timing, design/them, that kind of stuff
Hell most indies just apply everywhere that's available hoping for a chance, phaseCo had way over a thousand applications.

Tsunderia has experience, which honestly is a pretty big point. Too recent companies with little background to check aren't too attractive. They give much more freedom similarly to Cyberlive, When I see the restrictions of PRISM I just feel bad for the talents who didn't realize how much of a pain it would to follow restriction basially as hard as Hololive for a a ridiculous % of holo audience.
Anyway people know the main ones posted here with PhaseCo CyberLive PRISM Tsunderia Vspro, but ther are countless other smaller than those where good indies still apply, there' not that many free slots in just main ones, people apply everywhere that seems like a real corpo.

This is a big point for me as I'm no fan of one small corpo but interesting by the ovearll phenomenon and how they're doing. It feels like small corpos tried to oen-up each other but as result your great really unsustainable things, like PRISM operating like Hololive but without the numbers for it. To compensate their contract is pretty bad for the vtuber and honesty wouldn't be surprised to see some talents quit by themselves at some point.
PhaseCo has initial rich kid funds, seem to be a bit more calculated in their spendings, most of the time but seem lacking a bit in staff
CyberLive has the best contract by far with their 15% cut or so, total freedom on most things and their gen1 got already 2~3 3D models and another very soon on the wa, you can even quit while keeping your model, for free, after some time streaming.
Tsunderia feels like there weren't so crazy in the spendings in comparison which I'm not sure is a good or bad things. Model quality was very random, incredibly understaffed and so on, because yes small corpo vtubers don't bring that much money for now.

The way I see it though is that most people going for small corps are well aware they won't be making tons of cash, they do it less for the sake of making money and more as an opportunity for the audience and choices it affords them. So I really don't think the harsher contracts are as big of a deal as people think, and I think its a good reason Tsunderia isn't as attractive.

I'll say it from my personal bias, I'd be willing to join PRISM because if I did I get to collab with lots of people, get the connections and opportunities, and they support my ventures. I've definitely seen what's described happen in general in chats, but it's not particularly in Tsunderia streams, and is mostly dependent on the streamer.
Smaller chats where a huge portion of viewers are just other vtubers can feell ike tihs, or just when a small community hasn't grown in a while and you just come to a chat where half people use nicknames only they know, bring up last WE apex games they did between them, have often talks unrelated to the stream and will strictly ignore a anything you said almost like you're in the way and ruining their fun.

Exactly. They ruthlessly took every opportunity they could to overcome the competition, corner the market and establish themselves as one half of a duopoly. Then they expanded into food delivery to become a major player in that market as well. That's the kind of ambition and risk taking that leads to booming or busting, while conservatively run companies (barring government intervention, contracts or granted monopolies) oftentimes only ever get by. Especially if they don't sell/rent any sort of good, service or infrastructure.
