Because 4th gen waited forever for their new years outfit which got a lot of complaints and Cover didn't want to make the same mistake again. Hence the instant new years outfit. EN doesn't get new years outfits because of the cultural differences, like do americans have a unique style of dressing for new years? Not really.

Koyori has the cutest one. La+ matches her bratty personality. Chloe's is sex. Lui's is also sex. Iroha's looks nice if plain in comparison but I think it suits her.
