Static image "vtubers" and utaites existed before the term even existed and were the founding population of vtubing in the first place. Some of them just prefer static images, even many that stream right now, in Nijisanji, Hololive, 774 and others regularly use static images in more relaxed streams, ASMR and the like. It's a very common thing.
