I mean, the problem with mods is usually that permissions are iffy (Do they contact the creator? The devs? The site it's hosted on? All 3? Is it just a flat "no" because they're a company rather than an individual? It's complicated.)
In this case they (presumably, and if not then Mito does) own the original, so all they'd need to do would be to ask the translators (who would obviously say yes.)

No, they can stream the game in the original language, it's just possible that management won't be able to get explicit permission to use the translation from the translator. Nijisanji had a fuckup last year or so when they had an Among Us collab that used an unofficial Japanese translation, and the translator threw a bitch fit about them not contacting him so they privated the VODs and never used the fan TL again.
