Because fair use laws don't exist in Japan so they have to go through the process of getting permissions from game IP holders so they don't get sued.

I worked on certain game company and we had an email about cover asking for permission. Two things can go by, first we allowed the liver to play the game but we split the revenue, two we allowed the liver to play the game but donation is not allowed, they must disable superchats.

That's still petty, if chuuba corporations were allowed to grow organically without these restrictions they could expontentially get more coverage which means even better potential marketing value for the publishers of the games they stream. Also, a third is a fuckload to ask for.

Permissions are a sword of Damocles. Companies can cancel permissions at any time. And this includes VODs as well. Thus Cover now demands permissions to be written in black and white so they don't get their talents banned via DMCA takedowns and copyright strikes. Management have to go over permissions. Lawyers have to go over permissions. Etc.
