Depends on the company. Pippa's said she almost had Lia's design, and and Nasa was allowed to pick hers from some options. Over at Prism the girls get a prelim design assigned to them then they can work with the artist to tweak it a bit. Hololive just assigns you a completed character design and then you work with the management to flesh out the character.

If they'd debut gen 2 or maybe some new outfits for gen 1 they'd probably do alot better. Pretty much every other EN company has either debuted a new gen, announced a new gen, or something different like new outfits or 3D debuts (which was specifically Cyberlive). So far all we've gotten is the announcement that there will be a gen 2, but no teaser or anything yet for any of them just passing mentions of "yeah they're all really great." Even MyHolo, who aren't technically EN but most of their talents speak it, debuted 3 new talents and acquired an indie just this past October.
