Cover doesn't have to beg for permissions from Nintendo - it's the Pokemon company specifically who is nototiously stingy about streaming permission to Cover.
They are having a Pokemon Tournament collab on Nico Nico this time as well (which is how they used to get limited time permissions), but considering that permissions went to the Stars and EN as well, it seems the Pokemon Company is way more lenient about streaming for the remake and Cover managed to get permissions for everyone not just because of the sponsored tourney.
