I'm pretty sure at the time as with most streaming arcs a lot of them were just experiencing increased viewership from studying English on stream for obvious reasons. As that interest in that kind of content plateaued most of them gave up on it because frankly speaking Japanese people have no use for English within their daily lives or their communities. At this point I'm fairly sure the only ones still actively making an effort to connect with their English communities are Subaru and Temma, but I don't watch everyone.

Yeah Subaru comes to mind as one of the few holos still making consistent efforts to cater to English fans, at least in her zatsudans. She is surprisingly good at English and is at a baby conversation level which is some of the best in Hololive besides Haachama. I have no idea if she's still actively learning it or if she settled at her current level, but she certainly uses translation services to help her out especially after the "Okayu fingers herself" incident lol.
There are a hundred clips of Nene speaking English to her overseas fans and she definitely loves interacting with them and I hear AkiRose is the same way, but I doubt either of them are actively learning English so much as using DeepL when needed. And Nene made a reddit account just to make posts for her overseas fans.
