More doesn't mean worse, it all depends on who you're filtering. 500 more well behaved members to a community can vitalize it and make it better, so there's no reason to gate them out and gatekeeping back for that. 500 worse behaved members than normal who can't adjust or contribute positively to the culture, should be gated and never let in.
