Myth busted their asses with streaming last year after their debut. Even Mori still streamed a ton between her two jobs, and so did Kiara when she was moving.
Even if you look at other small companies like Tsunderia or even NijiEN, their new generations all stream a lot during their first couple of months. Not to mention IRyS herself who has been an absolute stream monster.
But it's like Council barely exists. Every time I look at Jetri I'm lucky to see maybe Fauna doing something at most. What the fuck are the rest of them doing?

Cover basically should rewrite their contracts to have 4 streams min instead of 3 a week. Maybe even 5 for new hires.

Those original guidelines were written for casual as fuck designs for those who had no expectations at all and there weren't fucking millions of dollars in revenue directly on the line. They were written in an environment where Cover had to go scout girls aka beg them to join instead of sit there sifting through thousands of apps coming to them. New hires however know exactly what this is and exactly what they are getting into and exactly how much money rides along. Enabling them to be in the same mode as 2018 Cover is no good because it should be a way more prestigious, high demand gig these days and the resulting effort from them should match. You don't just start slacking off from practice and participating in games when you get into a pro sports league, why do they allow Holos to do exactly that? They need to fucking earn that spot. 1 year of scouting and training for girls with jack shit for motivation, effort and care indicates something is unbelievably wrong with Cover.

Ayame was a 2018 hire. She was hired for a casual gig and that is what she does.

Furthermore, Ayame had 220 streams over her first year as a Holo, going every day or every other day pretty consistently. She put in more work in her first year consistently than he majority of Council has managed to maintain in only 2 months. Ayame is obviously semi-retired just hanging on for free money at this point, but she has been at this for 3 years to become like this - not fucking two months.

Ame does a ton of work behind the scenes to coordinate special events that doesn’t count towards hours streaming, and Gura and Ina, while not “work horses” per say on the level of Kiara/Ame/Mori, still have generally always put in pretty decent hours. It’s not a Mori/Kiara vs everyone else thing, Myth + IRyS have overwhelmingly better work ethic than Council.

There's no chance her contract hasn't been renegotiated to allow her to take these extended breaks between streams. You saw it in Myth as well: When their first year was coming up, they suddenly got a lot more assertive, confident, and were able to do things they couldn't before. They almost definitely came to the negotiating table swinging, especially with Coco's graduation making Cover more likely to bend the knee to some demands that they might have fought before.
