Let's specifically discuss face tracking, and whether or not if it makes that big a difference to you. For me, it does matter but not as much if the Vtuber has a good personality. For example: Projekt Melody has one of the worst mouth tracking I've seen across all Vtubers, but she's funny so I can forgive it. But Snuffy has one of the best, so much so that sometimes I just watch the way her eyes and lips move and pay as much attention to that as whatever the hell she's saying at the time.

One of my fav indies is a 2view with horrendous face tracking that makes her look like she's having a stroke sometimes, so riggers like rhombus don't really bother me that. I always appreciate actually good rigging and I watch Rikku sometimes, who mostly just livestreams herself making and rigging models, but I'm not going to go out of my way to watch someone just because they have good face tracking if I don't find them entertaining (like Snuffy)

It's definitely harder now, but most indies doing poorly are trash and a few who are potentially good but are doing poorly are often making the mistake of trying to cater to reddit/twitter crowd who don't give a shit about indies. And/or they are making the mistake of being a variety streamer when they don't even have a fanbase, or just trying to copy what bigger streamers are doing and are thus inherently drowned out.

The niche indie vtubers I follow are all steadily inclining.

What interests/amuses me is why more indies that use iPhones with VROID don't use the HANA tool more. It basically gives you the same level of tracking as FaceIT rigging (ArtGun, Fofamit, etc.) for all of 5 minutes in Unity. Then again, I suppose that would require the average VROID user to put in more effort than the hoodie-wearing waste of space most are.

A good 3D model with good tracking will always be much better than anything you can do with Live2D. The technology really hasn't been utilized to its full potential yet.
Does it matter? No, not at all beyond a technical perspective. I don't watch vtubers for their state of the art rigging or tracking.

Most vtubers with good tracking use iPhone camera, but Mel is anti-Apple, so she doesn't, therefore the quality (I also don't like Apple, but their tracking is really the best and I can't argue with that), although compared to her old self she somehow got kinda better too. Also she does full body 3D, which is really cool.
Snuffy 3D raccoon v1 is great, but I think GirlDM is the best implementation of an ArtGun model now. It may be not so noticeable at first because her design is more simple than Snuffy's (regular model; new Halloween Jade Oni model is superb), but if you watch her for a while - damn, that movement is precise and sharp. GirlDM even showed the difference between iPhone tracking and webcam tracking once.
Does Angelica (AI Angel) count as a vtuber? As I know the guy behind that project does everything himself and the quality is top notch, but his setup is also very expensive too.
I also want to mention Froot as a very special, very rare case of a PERFECT adaptation of her Live2D design into 3D. Tracking seems okay for me.

Not tracking per se, just rigging in general - several Hololive members. It's painful to watch sometimes, when you get used to better quality. You know that Ironmouse did a talk show collab with Ollie, so they basically were talking for a long time and their models were on the screen and basically all this time people could compare the quality? Calliope Mori has top-tier eye tracking. Often times she can convey and express a lot just through her eyes alone.

Projekt Melody is great because she does full body 3D. I'm starting to cringe at all of the static overlays vtubers are starting to use. A static pair of legs that don't move or a png of arms holding a controller is starting to take me out of it.
