The Jenma holos are permanently locked in a gilded cage and currently being starved, while Council presumably has no power to get collabs forced through.

Irys is the only one with real outside collab potential. As a vsibger, she's more in line with azki and suisei. Whether that matters or not is anyone's guess.

Hololive EN is currently a dumpster fire due to mismanagement, shit rigging, shit designs, and a variety of other issues. When your chubas are publically malding at their inability to do their jobs due to executive meddling, that's a pretty bad sign because it's only the tip of what's been going on behind the scenes. I'd wager the Jenma holos will jump ship to Nijisanji or maybe even a small corpo just to escape permissions and collab denial. Probably as a package deal. Niji would be the obvious choice if they're looking for a more lateral move, otherwise a small US based corpo would be the choice if they've made enough money and just want to be rid of the yolk around their necks.

The questions is simply: "Do Calli or Kiara care enough to bring them on and start stepping on fingers for it?"
The others are either happy where they are or not proactive enough to start raising hell about it.
Both the Ironmouse & the Nyanners collabs were the result of months of uphill fighting. If the aforementioned feel free or inspired enough to do that again it'll happen, otherwise not.
Personally I feel like the likeliest is honestly Beat Mario since he's a music producer, already associated with Holo and already a Vtuber.

>JP has 7ish generations. Ranging with 3-5 unique members, Haato/Haachama being kinda bilingual, and a few others having an entry-level grasp of English
>ID has 2 gens, total of 6 people, all of whom are multilingual, the vast majority speaking English as well
>EN has 11 people, with 3 speaking JP comfortably, 2-3 speaking it conversationally, and most of the rest at a basic level

Really, instead of collabing outside of the company I want them to do more collaborations between the English branch and the Indonesian branch, expecially now that we have multiple En members near that timezone aside from just Cali

Half-right. Vshojo has little overlap with HoloEN and they actively draft from communities not normally fan of vtubers, but they're also the biggest and fastest growing non-holos in the west. While they're substaintial rivals to HoloEN, it is also very mutually benefitial for both parties to collab because there is an actual viewerbase exchange. Unlike NijiEN who's basicially only a step above the small corpos.

VShojo is also in the middle of restructuring and some laundrywork and trying to clean up their image. And they do have entertaining ones, like Pink Cat, Mousey and unironically, Silverdale. Melody too but it's almost impossible for her to change her image, and she doesn't want to.
