Nijisanji has a business model that allows them to make money off of livers who are at least getting a few hundred views. That's why IN got the can but KR and ID has stuck around,
Running a vtuber is not like, say, running a store. The operating expenses for Nijisanji are very low. Designs aren't that expensive, iPhones aren't that expensive, and the models are done in-house. Livers don't have a set salary and are contractors, not employees. If you keep your staff low you don't need a whole roster of Guras to turn a profit.
This isn't a Niji specific thing either. Holostars gets low views - lower than NijiEN - yet Cover hasn't canned them, because they're probably still making money for Cover. HoloID is about similar to NijiEN, and again, probably makes money.
