The 2nd amendment is an obsolete concept nowadays and pretty much completely useless as it moatly concerns just muskets and other black powder weaponry.
The president elected himself said it is pointless.

It should be reformed to include heavy weaponry, armoured vehicles, jets, ICBMs and WMDs.

It already does though. Heavy weapons are "arms" and thus are covered. Nowhere in the text of the second amendment does it specify any particular kind of arms, only that the right to keep and bear them shall not be infringed.
Any law that limits the ownership or use of any armament is unconstitutional.
