Nobody, everything is speculation. Only thing we know is that she had to delete everything due to upstairs orders. Whether that's CC or YT is anyone's guess.

I'm pretty sure it was a Cover move though. Her "gore" videos were actually pretty tame (the average shounen has more violence), while her fanart reviews, which are 100% against guidelines, are untouched.
From that point on, there's a number of theories as to why they would specifically target the "lore" content specifically. Personally I think it's just a typical case of tall poppy syndrome, she was getting too immersed in her own thing and staff may have thought it went too far off their reins.

Whatever the case, they handled it in the worst possible manner. They could just let her finish the damn thing and then tell her to do something else. Even delete the content afterwards as well, so long as she could actually complete the project she'd been working on for who knows how long.
That they would put a stop to it immediately before the "big finish" makes me think that it was done as a statement, like a power move of sorts. It's no surprise she would react like she did, anyone would feel discouraged after being handed a big bowl of shit for all their effort.

Nobody would take Youtube's rules and TOS seriously if it weren't for that idiotic and unreliable AI that seems to ban randomly and on a whim.

Their are hardly enforced as is (youtube is way understaffed for its size) and appeals take days if not weeks to be reviewed (unless you're a big name) and worse, they often change rules however they feel like without any reason. The fact that youtube hasn't collapsed yet is entirely due to a lack of proper competition and not competence whatsoever.
