If you want to know the real most creative vtuber in history, that would be Mito or Gwelu. Also there are Noraneko, and recently, Millie. They are a bit behind the first two, but still have a chance to become the best ones.
I don't have anyone from Holo, because I haven't seen any of them who can constantly produce new and fresh ideas.

Has any vtuber made any product that might still be viewable or appreciated a decade or a century later? Can you think of anything produced by them that can function as its own self-sufficient artistic product or aesthetic experience? That's really the only sort of creativity that matters while everything else is ephemeral entertainment. And the answer is that no vtuber has. Only a few like Calli might get there down the line if they build their skills enough.
