I think how Cover sees it is that each talent is a long term investment. Since they trust their own hiring practices they're comfortable letting the talents do what they want.
There have been many cases in Hololive where a bottom tier Holo has risen all the way to the top after several months to years of struggling.

Call me a schizo but my personal rrat is that Cover hired her as a means of employing an internal artist for the company. That way, Sana will always prioritize work coming from them instead of waiting on a queue like other companies. I have a relative who is a doctor and I basically get free diagnosis from him whenever I need it. I can also contact any time in the day without having to schedule an appointment. The girl spends way too long on jRPGs, then spends ages reading SCs and then expects her numbers to be GOOD? Fucking hell, just look at Pekora's treatment of jRPGs.
