Forces Hitomi Chris to graduate, becoming the face of Gen1.
Gets her fdiend Mio Deep-fried by Capcom over permissions, to better control what gaelmes everyone can play.
Instantly sides with Coco, forcing cover to bend to her will or perish.
Sounds like a Neutral villain, not evil, but you never really know where she stands. I like it.

Suisei isn't a villain. Sui-chan is the secret hidden boss that passes by if you complete the hidden side quests surrounding the mystery of the missing teenagers that spans the entire game, and then make a long trek through the snow-blasted plains.
Orange juice acts as a debuff that slows her down during the fight so she doesn't instagib you with superior action econ and stealth.

Basically a cipher. No one can really tell what she is thinking, the true extent of her power, or her ultimate goals. Occasionally displays flashes of aggression but otherwise has ironclad self control. Good mastermind material. May pull off large portions of her evil plan. Does not get redeemed.

Aggressive and vulgar, psychologically unstable, sensitive. Twisted by unrequited love. Doesn't have an evil plan but is easily manipulated into evil and easily rationalizes it away. Redeems herself in death.

Comically overpowered villain with no strong motive or allegiance.
She'll try to destroy the earth, not out of malicious intent but because she's just hungry. All the hero's try to stop her but they're completely powerless against her size. She's only stopped once she finds out about bread.

Myth and Council are easy to shape into something super-villainy due to their grandiose backstories (or extra made up bullshit like Watson) and their willingness to be extra crazy on streams.
e.g.Kiara is an over-possessive boss who enslaves people to work for her until using their broken bodies as meat in the factories, stemming from her being an immortal phoenix and placing no value on mortal lives. Cruel and irredeemable. Irys is a two-faced avatar of hope and despair with the lines terribly blurred, justifying any action she takes as "necessary for a better world". Think MCU Thanos, without the one end goal of balance and instead facing every situation as an ends-justify-the-means for Hope.
Pick a holo and there's something to turn them into a villain, even if it is just them being a dumb lackey to someone else (which is what Aqua would probably be) or something mundane like Matsuri being a box-cutter yandere/rapist or something.
