Much like games, songs are copyrighted so they either limit themselves to songs they are allowed to sing, or make it unarchived so they don't take a hit once the stream is over.
Unlike games, they have a loophole for songs and you can find most of not all of them archived by fans.

As to why its more often seen with EN rather than JP, I'd blame management. JP bought all them sweet JP songs for their chuubas, but as is common knowledge at this point, omegatranny and its goons aren't very competent.

Cover could easily solve the issue of having English songs be available for archived singing streams if they actually did their job and paid for the mechanical and sync licenses but for whatever reason they won't. Other JP VTuber agencies haven't had issues with doing archived English song singing streams and cover releases, so really the blame is on Cover management for not doing their job.
