You must be using a bucket fill tool. There should be settings in the tool to change the area scaling. If you increase that, your tool will automatically fill in a little further to the edges, that might help. Alternatively you could switch to a lasso fill tool (that's what I use) and just manually lasso the areas you want colored.

use a separate multiply layer if you're coloring an existing image that isn't transparent, you'll get much cleaner coloring that way. It won't be as easy as bucket filling the outlines though

This is an annoying problem, especially if you use a pencil type lineart instead of a G-pen or something. Using enclose and fill instead of fill, and scaling your fill a bit helps, but there are always small areas that are a problem.

A good tip that I got from Saito is to take your character and make a base layer behind everything. Fill it with a color. I actually use bright neon green so the missed pixels are easy to find/select. Lock transparency. Then use a broad eyedropper in the area of the mixed pixels and use a soft brush like an airbrush to fill in. This makes most of the gaps invisible. He demonstrates this in his correction of Marine's Mori drawing.

You will always need to do some fine touchups, but I usually get those on a top touchup layer since I'm a heavy layers guy. Hope that's helpful

What I usually do is picrel. I picked up an old suisei drawing I did to illustrate it. There's some color bleed outside depending on your lineart brush, which you can adjust by increasing or decreasing the selection by a few pixels before filling.

I am masochist and paint on color layer just trying to match to the lines with brush. My lines/areas tend to shift around in the painting process though so i'm not entirely married to theinitial lineart. Occasionally when I remember I might use CSP's brush's 'Do not cross lines of reference layer' option which tends to keep the color in its own segment. I dont think it helps much with this specific problem though. Not sure.
When specific area is painted in, lock that pixel transparency of the layer so you can do shading without worry.
