It's a good question. I think the collab restriction is on Cover's end, and has likely to do with Cover having little to gain from such a collab taking place. The NijiEN girls and HoloEN girls already follow each other and publicly reply to each others' messages on Twitter. Industry peers at the absolute best. This isn't Japan where the majority of the population lives within 2 hours of each other, so the likelihood that a Holo has met a Niji in person is very high. You'd be hard pressed to find three people that live that close to each other within HoloEN and NijiEN or maybe even the greater EN agency ecosystem (2views need not apply). Personal contacts matter a lot in these things.
