It's not a chuuba problem, it's a marketing problem. The people who would be interested in vtubers in Korean and China would already have a good enough grasp of Japanese to watch the Japanese chuubas, so targeting them is going to be an uphill battle. For HoloKR to be successful, you'd need to have them somehow manage to reach a completely new segment of the market, not just appeal to existing vtuber fans.
