I run a business that makes money online. Chargebacks are a massive fucking pain for the merchant, not the payment processors or networks. For the entities that people normally think of as payment processors (each transaction typically involves 4-6 actors, e.g. issuer-processor, network, merchant acquirer), it's all automated. For them, "doing their fucking job" is actually very easy. It's the merchant that gets fucked.
For example, at our specific profit margin, if we don't dispute a chargeback and/or don't succeed (which takes variable amount of effort), the penalty imposed can eat up the entire profit from FIVE TO TEN other successful sales. Merchants absolutely have to restrict categories of products that they feel are going to lead to an outsized risk of chargebacks. It isn't because we give a shit about the morals, but because it can kill the business otherwise. In most cases payment networks don't tell us "You should restrict $CATEGORY", we just learn over time the categories where people act like dipshits.
Oh, and chargebacks can normally be attempted 120 or even 180 days later! So god help you if your business is a marketplace, and you paid out that money already to the supplier? Now you have to go after them for the refund, plus chargeback fee, plus time that it costs your staff to deal with it, and hope that THEY don't disappear into the night!

At the root of this is the very concept of "no-fault" chargebacks to begin with. Networks and issuer-processors came up with the idea to make people feel more comfortable using credit cards for more things (and succeeded) by foisting the risk onto the merchants.

You are right about where the blame lies in this particular case and it is kinda bullshit for upstanding content enjoyers such as yourself.
