That's because Gen 2 is dogshit, not because vtubers are reclining. Holomyth numbers are lower too but they're much more consistent, and the reason for that decline is the number of startups popping up everyday taking tiny bits of that audience. If anything I'd say we're on actually stable numbers than the bubble that formed when HoloEN debuted.

Eilene's group slowly dissolved and these days Natsume Moe has to go as low as being a drama channel because she couldn't ever get serious about her content and was always a light version of le edgy western anime girl
The corporations of that era were even more scummy than what Ichikara and Cover are and they kissed even more the ass of larger corporations than those two (its how they got the anime)
