I think it's because the "greater dragoon community" is less a cohesive group and more a bunch of individuals who just do their own thing except when it's to come together and support Doki.
The Wisps feel a lot more like a tight knit community(?) that just so happens to like Mint. I think a big part of that is that Mint herself tries to be part of her own community like the time she wanted to join the Mintcord as herself to hang out with everyone and the wisps denied her

Unrelated, but since we're in the comparative chuubology class anyway, I'll give you an example of a variegated and unstable fanbase.
Saplings primarily consist of three broad types: the parasocial, the yap fan and the general holo fan.
The infamous fdund schizo has walked the pipeline until the bitter end, and his reign of terror on /vt/ is a warning tale for what happens if pest control fails.
A big part of the cause (but not the blame) is on Fauna herself because she was unable to tard-wrangle her fans well enough.
The second group is essentially goons but more timid and more sensitive to rough banter. Read: if Doki is the Asian girl next door who plays FPS, then Fauna is the White girl next door who's a yappy nerd. Brotuber vs yaptuber, you get the idea.
The third group is all kinds of people, starting from well-meaning Holo fans and ending with various shitters who just exploit Fauna's success, like numberfags. To be fair, this also applies to Mint, there were lots of Pomudachi who were general NijiEN fans, and I think most of the good ones migrated to Mint and became Wisps.
Here's to hoping notFauna will have learned to manage her fanbase, and that the toxic part of the Holo fanbase won't follow her after graduation.
