OK. So, I'm gonna be honest.
I thought Gigi was going to be the weak link of her gen and I'm not really into the loli designs at large and I did kinda feel she went too hard on the 'I'm stupid!' during her debut stream. But I watched a few streams from everyone in Justice and Gigi's just very enjoyable to watch. I don't really know 'why', just that she's very enthusiastic about things she enjoys, is a pretty good game overall, and just fun to watch.

Permissions typically have layers upon layers upon layers and Cover has become especially hyperautistic in a very Japanese bureaucratic way ever since the vodpocalypse created by Capcom several years ago. They now do things very by-the-book and permissions are broken down by branch(JP/EN/ID have separate perms for example and Hololive/Stars are separate as well) and on top of this you've got time limits(this is more of a JP studio thing because most Western devs(assuming you can even get through to them) will say "yeah free marketing play as much as you want.") and within those time limits you may have rules about how much of the game you're even allowed to stream. There are also monetization permissions such as FromSoft not allowing you to monetize their games at all(this is why superchats are always disabled during Souls/Elden Ring streams) or Capcom not allowing you to paywall their content(fairly certain Bijou had a MonHun vod killed last year because she did some hunting with pebbles in a membership stream.)

On the Japanese side you have their draconian brand of bureaucracy which grinds everything to a halt and makes everything take an excessive amount of time and on the Western side you have people who don't understand why the fuck someone is trying to fax them documents. Hololive would have gotten Helldivers perms if it wasn't for the fact that the devs refused to engage in Japanese bureaucratic bullshit; they straight up said they would not be responding to any request for stream permissions and that everyone was free to stream the game. This of course doesn't fly for a Japanese company like Cover who wants to do things by the books. They don't understand the concept of "hey we said everyone can do it so just do it." They need to go through the convoluted process and if you refuse to engage in that process it's basically the same as you telling them no.

For Hololive it's going to stay shitty because Cover has been overly cautious ever since the Capcom debacle. If they don't get properly filed permission then the game in question isn't going to be streamed. Simple as that. This is why Mori said it's very unlikely that Holo will be streaming future Pokemon or FromSoft games. In the case of Pokemon it's because Nintendo is still assblasted about Palworld and in the case of FromSoft it's due to the very likely Sony acquisition and Sony refuses to let Hololive stream anything they publish. It also means a vast majority of older games or dead IPs won't ever be touched(though this really only impacts a small handful of people like Korone who are actually willing to stream those old games in the first place) because the company either no longer exists or the IP was bought and is being sat on by people who don't really care about it and have no desire to go through the paperwork involved.

For anyone outside of big Japanese vtuber corporations this isn't a big deal because they're the only ones tied up in all this red tape. That means it's really only Holos and Nijis who routinely get fucked over by perms. Indies and smaller orgs don't really give a shit and they just do what they want. Realistically Holos could be doing it as well but Japanese bureaucracy gets more autistic the higher up the ladder you go and Hololive has become big enough that it's mostly a matter of keeping up appearances. Is anyone other than Nintendo going to throw a bitch fit if someone streamed a game without jumping through hoops? Probably not but it would make Cover look bad among their corporate peers if someone decided to swing their weight around and pretend to be offended because proper protocol was not followed that could mean lost business opportunity or investors pulling out. Japanese corporations are serious about this shit even though it's mostly time-wasting nonsense that most other first-world nations dropped decades ago.
