Although really I think it's just her design looks kind of weird and her debut felt kinda weak, which can have extremely long-lasting impacts. In reality her design is actually fine, it's just her outfit is kind of cheesy looking (although I suppose it matches her demeanor) and she's like a late 00s wacky ecksdeeXD *glomps u* type character come to life, which wasn't appealing then or now. Fauna does this too and she learned it by watching NL who also uses his chat this way. When you are streaming it becomes clear that you are actually alone and you have to generate content on your own. The best way to do that is to have stuff prepared. Even if you don't like or care about the topics she talks about, Raora's accent is endearing. It's not a mystery why she's popular. Same with Cecilia. Gigi is more known as the gamer and mood maker of collabs so she's the highest, Raora is the comfort streamer but also likes MC a lot so got a boost to almost pass Gigi, while ERB is the music focused streamer who people don't really watch for gameplay streams, whether its solo or collab.
The reason for the subs difference have been talked about, but to add on to what the others have already said, ERB and Raora just has bigger reach due to their music and art focused content than a more stream based entertainer like GG and this applies to CC as well. Also, ERB and Raora have more JP presence too because of their streaming time choices.
