The difference is objectives. Dragon is on bottom lane (and is considered more valuable, so they put the doubled lane there, to contest). Herald and Baron are top, and don't become super relevant till alter in game.

It's because of the map objectives.
"Bottom" lane is where the dragon is, which is an objective that will get contested constantly. Hence, you have more of your team on that side of the map to more readily contest it, and everything then flows from that. Top lane, since it's further way from dragon, ends up more isolated, which results in different metas in the lanes.
Now, at more skilled levels of play, you can ABSOLUTELY flip things around depending on matchups, but people have to actually understand how the game works at a macro level and have the micro level skills to back it up, otherwise it's easier to just stick to meta.
TL;DR - Map objectives matter, and lanes form around that.
