This is a result of the treaty. Canadian English teachers in Japan also would pay Japanese income tax but not Canadian. Deemed non-resident of Canada with no Canadian income? Nil return. Residing in Japan and receiving Japanese income? Must pay Japanese income tax. I don't feel like fucking around with more tax work on my lunch break so go read CRA and the Japan equivalent on it. But the short is they aren't getting double taxed and are paying Japanese income tax on Japanese income.
