Huh? CF started earlier in 2012, with them as the part of GJUI, and even ignoring the timeline, CF will be the forerunner of big weeb convention in Indonesia.
Back then, CF was seen as the ID equivalent of its Comiket, and rightfully so, after years of trying to establish regional doujin market. Meanwhile, if you want to go to a real con with anison performance, you will go to AFA ID, which at that time boasting a lot of A-list guests, such as Ichiro Mizuki, fripSide, Kalafina, and T.M. Revolution.
ICC was the new player in the ID con scene, starting 3 years later in 2015, and their history is a little bit complicated, since when they first conceived, it was made in the tail end of another con (Popcon) popularity, with the goal of pandering old weebs and geeks who are a fans of western pop culture in general (american comics, primetime tv shows, movies, etc.). However, over the years, they're pivoting their target to weebs as well, because ... that demography that they were targeting was diminishing.
And so, this is roughly how you ended up with 2 similar-ish cons that now targets the same demographic of fans.

I just got her rm recommended to my feed, where she hanging around with her other 2 friends and I.. think she is more interesting in the flesh. Her "bocil pecicilan" persona is more enhanced with real expressions and movements.
At this point being in HoloID seems to be grim anyway. All the talk about focusing on existing talents is bullshit when Yagoo keep pumping new ENs and JPs, while ID got none and is on the way to irrelevancy.
She should debut as "3D" soon with voice before everyone forgot who she is. Pretty sure she would be more entertaining in that form.
