If VShojo was a VTuber production house I'd agree, but as a classic agency their product is providing man-power to people who got so big that they need a team.
For "agencies" following the Japanese model I'd agree, because their product is creating new VTubers.

Depends. Early on in vtubing history I could accept hiring big names into Holo, but it's now almost 2025. If famous girls in other industries haven't started vtubing before getting accepted in Holo, than to me it was never their dream job. They were just looking for an easy high paying job.
If a famous girl who's already vtubing and left for Holo than I could accept it more cus it was always her dream(ie Airi Kanna).
There was just no reason to give some of those girls a 2nd golden ticket when they already had one. There's s no journey no dream and combine that with rap and autotune this is easily the most skippable gen for me personally.

There's 5-4 spots per gen, a mix of both, industry has-beens/rejects and 'diamonds in the rough' is healthy.
Having 1-2 lottery tickets per gen keeps the scene enthusiastic and gives them something to strive for.

It just sucks that the scene is arriving for 1-2 slots every year or two. It's really fucked. It isn't Cover's fault or responsibility but making it 3-4 slots would make things less bleak
