Many smaller western music creators want full copyright ownership of the music they create. They're retarded and think it's evil and unfair for a company to hire you and pay you to make music and then you don't get full ownership of the song. They want to be able to profit off the commisioned work forever and have the ability to hire other people to sing it, sell it as part of an album, get all the revenue from spotify, etc.

There might've been a misunderstanding and the artist complained and said if Cover wants full ownership of the song, then they'll have to pay him a lot more. I can imagine that if it's an American or European composer, he might try to scam Gura and Cover due to the wording of their contract. It's unusual for artists to retain full control of their commisioned music in Japan, and so maybe Cover didn't specify ownership rights when they commissioned the song because it's just assumed that Cover would own the music.
Cover probably doesn't want to take him to court over whatever his demands are, and so it's just easier to not release it.
That's my guess. Some composers are fucking insufferable, especially western ones, and so it wouldn't surprise me if he's the one holding everything up.
