Holos are more than just the person, even if that is the major aspect. They also consist of the environment, the collabs, the events and the concerts and idol activities.
Neither Aqua nor Ame will really have those now. It won't be the same, we've already seen that be true before. With Ame there's also the additional risk of her ending up collabing with crappy twitch tubers and ecelebs.
