My best advice is to establish weekly rituals (For example, a "Friday Archive Night", where you [re]watch iconic Fubukistreams) and facilitate bonding through shared activities like videogames( think Minecraftserver) Get really creative with it.
This will be hard, especially since the old Fanserver will remain active, albeit a private commuity. Those who remain there won't jump ship easily. A day only has 24 hours, after all.

Maybe this is actually the way to go. I can Imagine plenty of Fubukis fans are a bit older and/or privacy-aware and may dislike using Discord(Like me, for example)
It could be possible to build a Fancommunity somewhere else BECAUSE it wouldn't be on Discord.
It does not have to be Matrix, just something else which is usable and accessible(I know it cannot be as accessible as discord, but that's fine)

Matrix org controls the biggest server and they have a shady background. I'm not familiar enough with the protocol to say they won't monitor you for certain, but it is very, very unlikely. It's end-to-end encryption done right, after all.
They are, however, literally unable to do shit if you host your own server. Yes, this is exponentially more difficult than starting a discord server or even selfhosting a mumbleserver, but it IS a possibility, although I'd argue using the main-domain is less troublesome and more realistic.
Problem: It's not like a messengerapp or well known like discord.
You'll need to install a matrix-protocol-able client like Element, but it is the ticket to decentralized freedom.
IRC doesn't support voice at all, while the Element-Client does.
This is merely a convenience issue, yes, but it might be better to be an early-adopter of new technology than starting a new community on an old one. It has better potential for growth.
Adopting the matrix protocol also makes it easier to intermingle and exchange with other hololive-related communities to build a network of sorts. The Bridging solutions also mean you can establish communicative traffic between the matrix-community and any other place.
It doesn't have to be matrix and it's probably not even the best idea.
Personally I'm open for any solution. Literally any promising idea will do.

Also she is by no means shit at this game, she just needs to get a bit more practice. Speedrunning is extremely brutal and requires super high consistency and concentration over a long period of time, FBK just always chokes under the pressure at the very end. Talented is another thing. There is lots of amazing Fubuki-Art out there, but I'm not sure if she has dedicated artists like Kiara for example.
We have an active fanficcommunity with some Sukons even on here, but this kind of content/talent does not translate well into massappeal.

It's hard to motivate myself to be creative and I'm sure I'm not alone on that.

Sadly, I don't have any real relevant artistic or creative skills to contribute much. I'd still like to do something for her, though. We talked about making an aggie to draw something for her birthday the other day, though. There wasn't much interest but I just went ahead and created it to gauge if there's enough people. I do enjoy problem solving. I just wish I had a creative outlet I could keep up. I'm sporadically playing the harmonica but never seem to improve. It's frustrating, but I like playing too much to put it down for good..
