Ina or Ina's family is pretty well off. Most of the rest are middle class but none of them have had any issues renting an apartment in Tokyo, they've all talked about this pretty casually. In particular Shion and Aqua have to be pretty ok finantially since Shion just asked her "why havent you rented an apartment in the most expensive part of the country yet" as if it was a no-brainer for the inaka girl to just move out immediately.

Lamy and Reine are definitely from "old money" ultra-rich families. Even during Reine's debut people were commenting that her internet speed is so fast the chat would appear instantly in her stream with 0 latency. Likely because she's so rich she has a direct line from her family's mansion instead of using pleb internet.

Ina doesn't seem that rich, just Canadian upper-middle class. She's mentioned before that when she was young her family was very poor so her parents were likely immigrants that just worked their way up to a comfortable living. Her own financial situation seems somewhat dependent on the fact she lives with her parents. Sure she makes bank as an artist but given the amount of money she dumps into computer equipment and gacha games she probably couldn't afford that kinda lifestyle if she had to pay rent.

Haachama's family seems like they're quite wealthy considering they sent both their daughters to school in the UK and Australia at the same time, which is quite expensive. Their ideals and way they treat her also suggests a level of callousness and narcissism you only see in people that are politically or economically connected, likely more focused on their jobs than their family.

Eh, I'm under the impression that in most first world countries music instruction for kids is quintessentially middle class, but maybe that's just in my own corner of the world. Depends on the instrument of course, a grand piano is a no go not just because of the price, but because you need a mansion to house it in the first place, but a (used) piano might be doable and I've seen cheap synths bought to kids just as a toy. But for something like singing or dancing all you really need to pay for is the instructor which is not outside the price range even for lower middle class, in fact I'm pretty sure I know a couple of poor people who've coughed up the money for their daughters dance lessons just because that's what they think you should do. In general middle class folks can afford quite a few hobbies for their kids without having to be outright rich, even if in the grander scale of things everyone in the first world is filthy rich, as has been pointed out in this thread.

Also, Japan has school clubs, and Suisei in particular talked about how, inspired by K-ON, she wanted to form a Light Music Club, but there weren't enough teachers to oversee a new club. It wouldn't be then unreasonable to assume she joined an ordinary music club instead, because there probably is one in every school, and got instruction from the teachers there. And while she definitely had some instruction, when she started out her technique the kind of bad that is obviously at least in part self-taught, which makes sense given her statements that her training consisted of locking herself up in a karaoke booth for four hours, record it and then listen to it at home for issues.

That bit about Suisei's mum using expensive cosmetics could be a sign of upper middle class admittedly, but using expensive stuff for looks is also a hallmark of petite bourgeoisie, who are lower middle class by definition. And that either-or non-conclusion is probably as far as you can go since Suisei doesn't really talk enough about her family to make any firm judgements. However, the way she has talked about money-related issues sounds pretty standard middle class if not outright poor person mentality to me, gacha memes aside. For most other vtubers I've followed, it seems to be rather similar. I don't think many of them have had high-end PCs, but rather merely decent, or it has been either their one big investment or the first one once they've gotten those Holo- and Nijibux.
