There are many factors aside from "talent freedom" since majority of other small corpos have their own terms of freedom:

1. The members are unique. I don't care about your bias towards PC girls, but members like Pippa and Tenma could actually stand out of majority of "common chuubas", resulting in gaining their own decent size of fanbase

2. Phase Connect company endorses the meme of "sad girl company" and in return the girls also hop in the meme. Even going as far as replying to a fanart together, and fans basically enjoy the positive vibe of relationship between employer and employees

3. They are big fans of Holo and they make sure you know that fact. Their own CEO is also a Marine fan and overall the widespread company fan vibe is just rare

In conclusion, they have decent enough money to operate as a small VTuber company and have decent enough management to not cause internal fallout. Bonus is that they are also loved by decent number of people, which gives them more exposure and fame
