Males can be consistently entertaining more than women (look at stand up comedians) without the fallback of a vtuber identity, but a bad male comedian fails harder than an average female vtuber. They both have to be entertaining in the end, but females will be granted the benefit of the doubt due to our hard wiring.
If you're entertaining and a male, you will do better as a cam guy, an average male can compensate with a character where it gives a woman a minor buff. A poor entertainer of either sex is just trash regardless.

We look to men to have skill, western women want attractiveness. The fujo market isn't really there for male vtubers. What you'd be looking for as a male vtuber is to incorporate a strong gimmick. "I want to be a monster husbando" or something, but you have to understand you're masking yourself for the sake of a niche audience.
Pewdiepie got big being a "big bro" streamer, without a mask. That's an easy position for western streamers to take, and most people in the west aren't looking for that from a cartoon character.

Japanese VTuber females have to entertain with their personality because everyone is behind an anime avatar so they can't rely on their looks. I'd argue that for males there is a far bigger overlap in the audience of people who would watch regular male content creators as well as male vtubers, hence the fierce competition. Men have always had to entertain with their proficiency and humor which is why the standards are way higher for male content creators regardless of what you are doing. I believe Merry is one of the most successful male EN streamers right now. He's also quite friendly and puts in work. That said i guess its also unfair to compare him to others due to him beeing the maker of comics like Internet Explorer and StalkerxStalker. I said it once and I'll say it again. Male chuubas should NOT go for the fujo/male idol approach as only a select few can pull it off. They should go for the wrestling approach of turning up their personality to 11. The most successful males in Niji did that and now the top superchats for Niji are split between male/females.

The prim and proper idol image just doesn't fit for males. The real goal should not be seeking for female/homo simps but to be a bro to the audience.
