With a second EU talent, and ability to market the JP talent like an EU talent, they decided that NOW was the time to flip the switch on the EU expansion. It explains why GGCCRR feel so much more distant from ERB than to each other, because they literally are more distant, they've had less time together. Those few weeks before debut are crucial for gen unity. It's the perfect rrat that explains literally everything.
