Pick your theory. One thing that people don't usually bring up is that Advent had a novelty in addition to the pent-up demand behind them, the first shared Holo channel and the first sister Holos. One strong girl (or two in Advent's case) can help carry the whole gen. Gura is probably the main reason all of Myth hit a million subs so fast, for example. There's no hook like that in Justice, being EUs and having a probable homocollaber (lol) aren't enough. That being said, if they make good first impressions that could changed. The Gura example applies post-debut, I think Myth had even lower subs than Justice before debut.
