It's conceptually possible, you don't need an API for it, all you need is a bot that can read chat and a streamelements system on your (the broadcaster's) end.
Chat could redeem through commands (with large cooldowns both for individual commands as well as repeated commands). Maybe have a small site where chatters can view their points and available commands.

But it'd take work and testing to set up and you couldn't interact with the model (no way you could pipe commands into holo's software) and while youtube could really use that kind of interactive feature I don't think it's a good idea to develop it just for 1 streamer any time soon.

There's a certain amount of money that they get ahead of time for debut prep, so most of it went into things like a good mic, whatever they're gonna have on hand for debut, those kind of things. For example, Shiori spent her debut package on a bunch of stream effects, and Bijou spent hers on having a Magical Girl Transformation sequence animated for herself. It probably won't process for them because it's seen as work related expenses first and foremost.
There's a hell of a difference between the paycheck for work, and seeing hundreds of individual audience members dumping money at her, anyways.
